config.gcc: Remove MASK_JUMP_IN_DELAY from target_cpu_default2.

* config.gcc: Remove MASK_JUMP_IN_DELAY from target_cpu_default2.
* config/pa/pa.h (TARGET_DEFAULT): Remove MASK_JUMP_IN_DELAY.
* config/pa/pa.opt (mjump-in-delay): Ignore option.  Update comment.
