re PR preprocessor/15824 (uchar redefinition warnings in libcpp)

PR preprocessor/15824
* configure.ac: Correct HAVE_UCHAR test to #include <sys/types.h>
directly, instead of the non-existant "system.h" and "ansidecl.h".
* configure: Regenerate.
