* sem.adb (Analyze): Consider case in which we analyze an empty node
that was generated by a call to a runtime function that is not
available under the configurable runtime.

* sem.ads (Inside_Freezing_Actions): New flag.
(Save_Check_Policy_List): New field in scope stack entry
