graphite-sese-to-poly.c (extract_affine): Avoid unneded wrapping.

* graphite-sese-to-poly.c (extract_affine): Avoid unneded
wrapping.  Properly wrap the result of a BIT_NOT_EXPR.
Properly wrap signed arithmetic if overflow wraps.
