[AArch64]Use AARCH64_FL_FPSIMD flags for all cores in aarch64-cores.def

* config/aarch64/aarch64-cores.def: Change all AARCH64_FL_FPSIMD to
AARCH64_FL_FOR_ARCH8.
* config/aarch64/aarch64.c (all_cores): Use FLAGS from
aarch64-cores.def file only.
