Makefile.am ($(TOOLS_ZIP)): Copy over rmic template files.

        * tools/Makefile.am ($(TOOLS_ZIP)): Copy over rmic template files.
        Copy resource files independent of JAVA_MAINTAINER_MODE.
        * tools/Makefile.in: Regenerate.
