tracer.c (better_p): Do not compare frequencies.

* tracer.c (better_p): Do not compare frequencies.
* reg-stack.c (better_edge): Likewise.
* shrink-wrap.c (try_shrink_wrapping): Do not convert to gcov counts
and back.
