cfgloop.h (struct loop): Document usage of USHRT_MAX for unroll.

* cfgloop.h (struct loop): Document usage of USHRT_MAX for unroll.
* loop-unroll.c (decide_unroll_constant_iterations): Implement it.
(decide_unroll_runtime_iterations): Likewise.
(decide_unroll_stupid): Likewise.
