symtab.c: forward decl cleanup

gdb/ChangeLog:

* symtab.c (types_info): Delete forward decl.
(functions_info, variables_info, sources_info): Ditto.
(_initialize_symtab): Rewrite forward decl to use
initialize_file_ftype.
