package/libvdpau: bump to version 1.3

- Switch to meson-package
- Drop second patch (not needed anymore)
- Drop third patch (after feedback from upstream:
  https://gitlab.freedesktop.org/vdpau/libvdpau/merge_requests/5)
- Disable documentation
