external toolchain: fix libraries copy and add ARM ABI check

Instead of hardcoding the C library versions, just copy the version
available in $SYSROOT_DIR/lib.

Add a check on the ARM ABI configured in Buildroot with regard to the
ABI of the external toolchain provided.
