Define elf_backend_add_symbol_hook for Intel MCU

elf_backend_add_symbol_hook is undefined for FreeBSD.  Define it for
Intel MCU to support STB_GNU_UNIQUE for Intel MCU and NaCl.

	* elf32-i386.c (elf_backend_add_symbol_hook): Defined for Intel
	MCU.
