i386: Identify Westmere from PCLMUL

Since AES has been removed from Westmere in GCC 9, we should identify
Westmere from PCLMUL, instead of AES.

PR target/89455
* config/i386/i386.c (get_builtin_code_for_version): Identify
Westmere from PCLMUL, instead of AES.
