[GOLD] Set non-exec stack for aarch64

GNU-stack notes added in 2004, aarch64 port added in 2012, so no old object
files with missing GNU-stack notes that we need to worry about.

	gold/
	* aarch64.cc (Target_aarch64::aarch64_info): Set
	is_default_stack_executable to false.
