* Makefile.in (WERROR_FLAGS): Renamed from WERROR.
(STRICT2_WARN): Use $(WERROR_FLAGS) instead of $(WERROR).
(STAGE2_FLAGS_TO_PASS): Likewise.

* config/i386/x-mingw32: Set WERROR_FLAGS instead of WERROR.
