[Ada] Avoid reanalysis of malformed dependency relations

gcc/ada/

	* sem_prag.adb (Analyze_Depends_In_Decl_Part): Replace early
	returns with goto Leave.
	(Collect_Subprogram_Inputs_Outputs): Fix style in comment.
