radv: add support for VK_KHR_sampler_mirror_clamp_to_edge

radv_tex_wrap() already supports VK_SAMPLER_ADDRESS_MODE_MIRROR_CLAMP_TO_EDGE,
so all that's needed is to advertise support for the extension.
