Re: Use is_xcoff_format in ld testsuite

git commit 7193487fa8 took h8300 out of the notarget list, resulting in
h8300-elf  +FAIL: ld-scripts/section-match-1
h8300-linux  +FAIL: ld-scripts/section-match-1

	* testsuite/ld-scripts/section-match-1.d: xfail h8300.
