i965: Allow INTEL_DEBUG=fs as a synonym for INTEL_DEBUG=wm.

I keep accidentally trying to use it.  "fs" is a sensible name for
fragment shader debugging, and "wm" is...not.  It's also more symmetric
with "vs".

Leave INTEL_DEBUG=wm because old habits die hard.
