[Ada] Refine use of access types in unnesting

gcc/ada/

	* exp_unst.adb (Needs_Fat_Pointer): Don't check for formal.
	(Unnest_Subprogram): Use 'Unchecked_Access instead of 'Access
	when populating activation record.
