[nvptx] Fix libgomp.oacc-c-c++-common/vector-length-128-3.c

The vector-length-128-3.c test-case uses GOMP_OPENACC_DIM=-:-:128, but '-' is
not yet supported on trunk.  Use GOMP_OPENACC_DIM=::128 instead.
