Implement debugging of WOW64 processes

For WOW64 processes, the Wow64* variants of SuspendThread,
GetThreadContext, SetThreadContext, and GetThreadSelectorEntry have to
be used instead.
And instead of EnumProcessModules, EnumProcessModulesEx with
LIST_MODULES_32BIT is necessary.
