[Patch docs obvious] install.texi: Put aarch64 back in alphabetical order, add link

gcc/

	* doc/install.texi (Specific): Reorder targets list to put
	aarch64 in alphabetical order.  Add a link to aarch64*-*-*
	from the top menu.
