ieee.h, oasys.h: Add some struct and enum tags for debugging.

internalcoff.h:  Comment changes.
ecoff.h:  Add back in the relocation entries, deleted accidentally,
and the sizes of ordinary COFF symbol fields for internalcoff.h.
