Makefile.in: Remove references to nucleus.

	* gcc-interface/Makefile.in: Remove references to nucleus.
	* gcc-interface/decl.c (gnat_to_gnu_entity, case E_Procedure): Set
	extern_flag to true for Inline_Always subprograms with
	Intrinsic convention.
