pkg-cmake: programs are now installed in $(HOST_DIR)/bin

Remove the redundant usr/ component of the HOST_DIR paths. Since a
previous commit added a symlink from $(HOST_DIR)/usr to $(HOST_DIR),
everything keeps on working.
