gallium/hud: initialize sampler state

The default wrap mode (PIPE_TEX_WRAP_REPEAT) is incompatible with
unnormalized texcoords (at least for softpipe).

v2: use PIPE_TEX_WRAP_CLAMP_TO_EDGE
