panfrost: Set PIPE_CAP_MAX_TEXTURE_GATHER_COMPONENTS

Exposes ARB_texture_gather when PAN_MESA_DEBUG=deqp is set. Also update
docs/features.txt.

Fixes:

   dEQP-GLES31.functional.texture.gather.offset.implementation_offset.*
