Meson: Add llvm>=9 modules

Fixes build with MinGW, with shared LLVM and lto
/tmp/opengl32.dll.BxiIYm.ltrans59.ltrans.o:<artificial>:(.text+0x1674): undefined reference to `LLVMAddInstructionCombiningPass'
