Add nvptx_override_options_after_change

	* config/nvptx/nvptx.c (nvptx_override_options_after_change): New
	function.
	(TARGET_OVERRIDE_OPTIONS_AFTER_CHANGE): Define to
	nvptx_override_options_after_change.
