* cfgloop.h (expected_loop_iterations_unbounded,
expected_loop_iterations): Unconstify.
* cfgloopanal.c (expected_loop_iterations_unbounded): Sanity check the
profile with known upper bound; return 3 when profile is absent.
(expected_loop_iterations): Update.
