More fixes for COFF/PE lanker garbage collection.

	PR 19803
	* emultempl/pe.em (change_undef): New function.  Encapsulates
	duplicated code in pe_fixup_stdcalls and adds the newly defined
	sym to the gc root list.
	(pe_fixup_stdcall): Use the new function.
	* pe-dll.c (process_def_file_and_drectve); Add alias of exported
	symbol to gc root list.
