testsuite: Enable spbp.C on AIX.

This testcase was disabled in the distant past when AIX did not have
support for DWARF and the testcase explicitly invokes DWARF debugging.
This patch re-enables the testcase.

gcc/testsuite/ChangeLog:

	* g++.dg/eh/spbp.C: Remove skip on AIX.
