arc: Add a gdbarch_tdep structure

Add target-specific structure gdbarch_tdep for ARC.

gdb/ChangeLog:

	* arc-tdep.h (struct gdbarch_tdep): New.
	* arc-tdep.c (arc_gdbarch_init): Allocate gdbarch_tdep.
