SYSSTAT_MAKE_OPT is a string used to pass options to make, '+=' operator
doesn't have any special meaning inside it, so CFLAGS+=... is passed to
shell, overwriting previous CFLAGS value.

Replace CFLAGS+="..." with CFLAGS="$(TARGET_CFLAGS) ...".
