core: formatting & comment

One of hash_map's getters returns a pointer to T or null, The comment
said it returned T or null.  Also an unaligned pair of comments.

	gcc/
	* hash-map.h (hash_map::get): Note it is a pointer to value.
	* incpath.h (incpath_kind): Align comments.
