[arm] Remove unimplemented option -macps-float

	* arm.opt (mapcs-float): Delete option
	* arm.c (arm_option_override): Remove hunk relating to
	TARGET_APCS_FLOAT.
	* doc/invoke.texi (arm options): Remove documentation for -mapcs-float.
