re PR fortran/36495 (libgfortran should be build with FCFLAGS -fimplicit-none)

       PR fortran/36495
       * configure: Add "-Werror -fimplicit-none" to the AM_FCFLAGS.
       * configure.ac: Ditto.
       * intrinsics/dprod_r8.f90: Add "implicit none".
