Fixes the following security vulnerabilities:
- CVE-2020-9402: Potential SQL injection via tolerance parameter in GIS
functions and aggregates on Oracle.
GIS functions and aggregates on Oracle were subject to SQL injection,
using a suitably crafted tolerance.
