The testcase should xfail when compiling for a 64-bit target, not when
the default target is 64-bit.

gcc/testsuite/
* gcc.dg/tree-ssa/ssa-dom-cse-2.c: Do not xfail powerpc64*-*-*.
Instead, xfail powerpc-*-*-* && lp64.
