* configure.ac (LIBCTF): Export. Set to empty for non-ELF based
the NEWS files in gas, ld, gold and binutils.
Likewise for the ChangeLog files in: bfd, binutils, config, cpu,
- elfcpp, gas, gold, gprof, include, ld, opcodes and toplevel.
