(elf32_mn10300_count_hash_table_entries): New.
(elf32_mn10300_list_hash_table_entries): New.
(sort_by_value): New.
(mn10300_elf_relax_section): Don't skip data sections; restrict
code-specific tests to code-specific areas so that potential
indirect calls can be detected.  Check for multiple local symbols
at the same address and merge their flags.
(elf32_mn10300_link_hash_newfunc): Initialize value.
