	with XCOFF_DEF_DYNAMIC set is really defined.
	(xcoff_link_check_dynamic_ar_symbols): Likewise.
The above is for PR 9997.
	(xcoff_link_add_symbols): Only create special sections if using an
	XCOFF hash table.
