Based on patches from H.J. Lu <hjl@nynexst.com>:

	* config/tc-i386.c (md_apply_fix3): Rename from md_apply_fix1.
	Accept pointer to value and segment.  Fix OBJ_ELF PCREL case to
	handle global defined symbols correctly.
	(md_apply_fix): Remove both versions.
	* config/tc-i386.h (MD_APPLY_FIX3): Define.
