spu.c (spu_optimization_options): Remove setting of parameter PARAM_MAX_COMPLETELY_PEEL_TIMES.

	* config/spu/spu.c (spu_optimization_options): Remove setting of
	parameter PARAM_MAX_COMPLETELY_PEEL_TIMES.
	(spu_override_options): Move it here.
