[Ada] Fix memory leak in GNAT.Expect.Non_Blocking_Spawn on Windows

gcc/ada/

	* libgnat/g-expect.adb (Non_Blocking_Spawn): Deallocate elements
	on Arg_List after calling Set_Up_Child_Communications.
