tsystem.h: Add the prototype of strlen.

	* tsystem.h: Add the prototype of strlen.
	* unwind-pe.h (read_encoded_value_with_base): Add an
	appropriate cast to handle a case where the pointer size is
	smaller than sizeof (int).
