libimxvpuapi: add new package
This is a library for using the i.MX6 VPU. It is an alternative to
libfslvpuwrap, hosted on Github, and has an API that features several
improvements over libfslvpuwrap, which include:
* User-defined context information associated with input frames, which
is passed on to corresponding output frames (to be able to identify
which input frame produced which output frame)
* Groundwork for future DMA-BUF/BMM/ION/CMA allocator integration, using
file descriptors instead of physical addresses
* Indicators for when it is safe to try to decode frames, which is
critical in multi-threaded playback cases
* Simplified, higher-level JPEG en/decoding API, based on the VPU MJPEG
codec; useful for picture viewing without the extra boilerplate for
VPU-based en/decoding

Update libaio from 0.3.108 to 0.3.110. This adds AArch64 support.
The 0001-arches.patch is simplified to only add MIPS definitions: the

erlang-p1-tls: indicate OpenSSL exception in license info
The license of erlang-p1-tls is indeed GPLv2+ as indicated in
ERLANG_P1_TLS_LICENSE, but this GPLv2+ carries an OpenSSL exception,
which allows it to be linked against the OpenSSL library. Therefore,
we update the license information accordingly.

pkg-rebar.mk: pass C++ compiler path and options
Previously only the C compiler path and options were passed to rebar.
Erlang projects that used the C++ compiler would fail to build, which
would for example be the case with the latest version of
erlang-p1-stringprep. This fixes those errors.

yajl: Bump version to 2.1.0
Remove 0001-math-link.patch as some added code render it useless.
Rework 0002-cmake-disable-shared-library-build-when-BUILD_SHARED.patch
because it did not apply anymore.
This patch is already in a PR upstream.
Add 0001-cmake-uClibc-Fix-missing-libm-for-tests.patch, to fix a build
error with uClibc toolchain.

linux: add conditional patch for timeconst.pl
Kernels older than 3.9 (not counting stable releases) used the
timeconst.pl perl script for their build process.
The problem with this script is that it used deprecated perl features,
namely defined(@array) which was removed for the perl 5.22 release,
causing build failure of older kernels on newer distributions.
To fix this instead of going the hard way (moving to the new
timeconst.bc script) use the easy way by patching timeconst.pl with an
upstream patch used for stable releases.
First try a dry-run on the patch to see if it applies, if it does then
call a proper APPLY_PATCHES to it.
Tested against an arbitrary 2.6.30 kernel (applies and builds), against
4.4.1 for a missing timeconst.pl (does not apply since it's missing) and
3.8.13 (does not apply since it's fixed already).
Known broken distributions: fedora 23, debian testing (stretch) and unstable
(sid).

Since the bump to 1.0.3, xapp_xf86dga no longer uses libXt, libXaw and
libXmu. So these dependencies should be removed from the .mk file.
They were already removed from Config.in, leading to messages like:
Makefile:475: *** xlib_libXaw is in the dependency chain of xapp_xf86dga
that has added it to its _DEPENDENCIES variable without selecting it or
depending on it from Config.in. Stop.
