slots.

(steal_delay_list_from_{target,fallthrough}): Call it and also
refine tests for when we may annul if already filled a slot.
(fill_slots_from_thread): Likewise.
(delete_from_delay_slot): Return newly-created thread.
(try_merge_delay_isns): Use its new return value.
