same loop twice. Maintains the semantics for this function.
* tree-scalar-evolution.h (instantiate_scev): Declare.
(instantiate_parameters): ...here. Now static inline.
* tree-data-ref.c (dr_analyze_indices): Call instantiate_scev
instead of resolve_mixers.
